Since when do payphones not permit toll-free numbers? I used to use payphones for toll-free numbers all the time. Especially to save minutes on my cell phone, as toll-free on a mobile, has a toll. Why? But now pay phones forbid the dialing of a toll-free number. Why? It's free? Since when did this happen, and for what reason?
