How to go straight to voicemail when calling someone who has Charter digital home phone service?

Does anybody know how to call someone who has Charter home phone service, and instead of the phone ringing on their end, it goes straight to voicemail?

1. The person you are calling has voicemail...they can set their rings for whatever they want...you have no way to hack around this.
