Can prepay phones dial toll free numbers?

I'm using a prepaid cell phone with 0 credits/minutes left in Australia. Would it work if I used a phone card that has a toll free access number? Or do I need to have some amount of credit left on my phone to dial out?

1. actually no....you have to have the min balance to place a call...Well some operators let you call tollfree numbers if your balance is not 0
