how do you call someone and get it to go directly to voice mail?

I want to call someone but I don't wanna actually talk to them right now. I just wanna state my opinion uninterrupted on a voice mail system.

1. I know with my provider if i actually call my own voicemail, there's an option for me to leave a voice message for someone else... idk if your phone works like that though.
