What has happened to Yahoo Voice PC to Phone in 2009? Can't call toll free (800#) -- quality is so bad!?

I have used Yahoo Voice for years calling direct numbers and toll free numbers (800#'s). Starting in 2009 (this may coincide with Jajah taking over) calling PC-to-Phone to direct numbers still has good quality but calling a toll free number is so choppy that it is unusable...I need to use Skype; which works with no problems. Is anyone else having this problem?
