Voicemail

Do all prepaid plans include voicemail service?

I just need a phone which I will use about 2 times a week for about 15-20 minutes each use. I need voicemail service. I will be accessing the voicemail through a landline so I won't use up the minutes? I only need long distance and nothing else. No texting or web service. Any ideas. Thanks for your time
