Why are the people who do the voicemail messages and service people monotoned?

Like, if you don't answer your phone there's a lady who said "leave your name, number..." blah blah blah and when you call services like your phone service and cable service, they have a person, why are they all monotoned?

1. So the company can make more money by hiring less people for less money in another country.If you get to speak with a person they generally do not speak clear english.
