Virtual phone number?

I am looking for a virual phone number and services on which anyone can call from mobile/landline from anywhere in the world. Also, since I may keep relocating to different countries, I am looking for something in which I can hear the voicemail as an attachment to email. I can't afford expensive services. Looking for Canadian number (preferably Ontario code). Google voice has not yet operational here and grandcentral too has been discontinued. Could someone help. I am looking for virtual (DID: Direct Inbound Dialing) number.

1. Get a Magic Jack as long as you have a high band internet connection and a computer you will be fine.
