What does forward voice mail message mean?

what does it mean when i call a verizon cell and it goes straight to the forwarded to an automatic voice mail system message.I texet the phone and they never text back.could it mean they lost there phone

1. THATS WHAT ALL CELL PHONES SAY WHEN THEY HAVNT SET UP A VOICE MAIL. DOESNT MEAN THEY LOST THEIR PHONE JUST THAT IT MIGHT BE DEAD.
