how do you make a sound or ringtone your voicemail?

I have a sound that says sorry i can't get to my phone but it's a funny voice. i can send it to my phone, and i can save it as a ringtone or sound but i can't set it as a ringtone. i found many websites but they all require credit card inputs. any ideas, or free websites, etc. any help would be deeply appreciated and i will definitely give someone ten points whomever is helpful. thanks again.
