Are 1-800 numbers toll free when calling to the US from Canada?

I live in London, Ontario and Telus is my provider. Is that particular number always free when calling to the US or only when its stated (toll free)?

1. 800 numbers are always toll free, although it will come out of your minutes if using a cell phone.
