How does PhonePeople obtain their toll free vanity numbers?

I did a search for some 800 numbers on the PhonePeople.com website. The type of numbers that are like 1-800-SELLHOUSES, not a lot of numbers were available but they did offer alternatives. I was wondering where these numbers come from and how does PhonePeople get them?
