Are 1-888 (or other toll free) numbers always free when using Skype?

Does anyone know? I know you get your first PC-to-phone call free, but after that say I want to call a 1-800 number. Is that free?

1. Yes, all 800 toll-free calls are also free over Skype. You do not even have to buy any credits to make 800/866/877/888 toll-free calls in USA/Canada. I have used it myself to make 800 calls from Canada to USA .... even when I had no credits in my account.
