Voicemail

What does it mean when cell phone voicemail says "this subscriber cannot receive messages at this time?

1. Prepaid phone out of minutes....
2. Either they are a prepaid phone user and the time has expired on their account, or the mail box is full or they are having problems with their cellular service.
3. either out of minutes if its pre paid, mail box full or that they didnt set up their voicemail but usually if its that it will say that
4. they are broke (no money to pay the bill).
