Voicemail

Why do the G/D phone operators at California state offices ALWAYS transfer you to a "dead voicemail" line?

I can call ANY level of government in Kern County California and NOT recieve any usefull information. Everytime I call, I get transfered to some bureaucrat's voicemail... AND THEY NEVER RETURN THE CALLS!!! Is anyone else as pissed off as I am about this?
