What are ‘personalized greetings’ for mobile phones?

I.e. - You could leave a greeting for your boss saying you’ll be late or to tell your girlfriend that you lover her. My question is; is this greeting for voicemail or to leave a message? Or is it just an outgoing message?

1. Personalised greetings are simply text messages that are displayed when you turn on your phone. Usually, when you turn your phone on, you are greeted with the phone's brand logo or your operator's greeting. The personalised greeting option allows you to write your own text message (like "Good Morning", or "Have a Nice Day" or anything you like), which will get displayed when you switch on your mobile.
