is there anyone that pays for the background check software?

what is it like? does it give you adresses? I have a person that I know that will not stop harassing me by phone and voicemail.. I know where his parents live, but he moved out... and I am trying to find out where he lives that way i can confront him in person.. he calls me with restricted numbers... and it is annoying me.. would someone that pays for this software help me out one time please? if so email me.. I will deeply appreciate it...
