Voicemail

If I am calling a mobile and just getting voicemail is it in service or not?How can I know for sure ?

I am trying to call a mobile phone in the West Coast(AT&T) from the East Coast(Verizon) and only getting a voicemail message, is that mobile working or not??

1. The account is still registered but the phone is turned off or non-functional.
2. they need to reset call forwarding but yes it does work... have them do a ##004# and press the send button
3. If it is going straight to voice main then the phone is not on OR they are currently on the phone. If it rings but does not get answered it then goes to voice mail then the phone is on and is just not being answered. If it rings once or twice then seems to be cut over to Voice Mail then the person with the phone is hitting the do not answer button on the phone. In any case the phone is in service just not being answered.
